Why Colombian authorities require this.

A Florida-issued divorce decree heading to Colombia needs to be authenticated through the apostille process before Colombian authorities will accept it. The apostille is the international standard set by the 1961 Hague Convention for authenticating foreign documents — and Colombia has been a member since 2001, so the Florida apostille is the only authentication required (no consular legalization).

The Florida Department of State in Tallahassee is the only authority that can apostille a Florida-issued divorce decree. The state's standard mail-in processing time is 5–7 weeks. Yes. Colombian authorities require translation by a translator recognized by the Colombian Ministry of Foreign Affairs. The translation is typically performed in Colombia after the apostille is applied. Florida-based Spanish translators are generally not recognized for official Colombian submissions.
Colombian notarías require specific powers of attorney — vague or overly broad POAs are routinely rejected. The POA must state explicitly what the attorney-in-fact can do (sell property, sign at closing, manage bank account, etc.) and reference the specific transaction where possible. Work with the Colombian attorney on the draft before apostille.
