Yes — sealed transcripts are actually preferred for foreign use. Keep the transcript in its sealed envelope, get the envelope itself notarized (the notary attests to the seal being intact), and we apostille the notarized envelope. Foreign universities and credential evaluators want to see that the transcript hasn't been opened.
Doesn't matter — age doesn't affect apostille eligibility. We've apostilled diplomas from the 1960s. The only requirement is that the document is notarized properly before submission to FL DOS.
No — only the issuing school can replace a diploma. Most Florida universities offer replacement diploma services for $20–$100. Once you receive the new diploma, we apostille it. Same with replacement transcripts.
