Notarization happens first and close to you: a commissioned notary confirms your identity and witnesses your signature. It makes the document official inside the U.S. — but a clerk in Madrid has no way to know a Florida notary's stamp is genuine.

The apostille solves exactly that: the Florida Department of State certifies that the notary's commission (or the official's authority, for vital records) is valid — in a standardized certificate every Hague Convention country accepts. No embassy legwork, no chain of authentications.

So the practical rule: government-issued documents (birth, marriage, death certificates, FDLE checks) skip notarization and go straight to apostille. Personal and business documents (powers of attorney, affidavits, letters, diplomas via notarized copy) get notarized first, then apostilled. For use inside the U.S.: usually just notarization. For use in another country: an apostille — and if the document isn't government-issued, a notarization first. When in doubt, the receiving party's checklist decides.
Any document notarized by a currently-commissioned Florida notary can be apostilled by the Florida Department of State. Expired commissions and out-of-state notarizations are the two rejections to avoid — we check both before filing.
The apostille itself doesn't, but receiving institutions often require documents issued within 3–6 months. Check your destination's recency rule before ordering certified copies.
