Yes. The Dominican Republic requires translation by a translator authorized by the Dominican Attorney General's Office. The translation is typically performed in the DR after the apostille is applied. Florida translators are generally not recognized for official Dominican submissions.
You'll need the child's apostilled U.S. birth certificate, your apostilled Dominican cédula or passport copy, and the certified Spanish translation. Submit to the Junta Central Electoral (Dominican Central Office of Civil Status) through the Dominican Consulate in Miami or directly in the DR. The process can take 3–6 months.
The Dominican Consulate is in Miami at 1038 Brickell Avenue. There's also a Dominican Consular Office in Orlando. The consulates handle Dominican-citizen services but do not authenticate U.S. documents.
