How a Florida birth certificate is used in Kuwait

Parents working in Kuwait legalize their children's Florida birth certificates to add them to a family residence visa, enroll them in school, and register them for health services. The certificate is how the Ministry of Interior links the child to the sponsoring parent, so both parents' names should match their passports. The embassy's personal-document list includes birth records. Order a fresh certified copy from the Bureau of Vital Statistics or a county health department, signed by the current State Registrar, before you relocate.

Getting a birth certificate Florida will authenticate

A certified copy on Florida security paper, signed by the State Registrar and certified in 2014 or later. We don't accept older certifications because the signature must be one the state can confirm as the State Registrar's. Hospital keepsake certificates, photocopies and laminated copies can't be apostilled, and a Florida notary can't certify a copy of a birth certificate.

Order a fresh certified copy online through VitalChek (vitalchek.com), the only vendor contracted by the Bureau of Vital Statistics, by mail or in person at the Bureau in Jacksonville, or at a county health department (births from 1917 on). Birth records are confidential: the registrant (18 or older), a parent named on the record, a legal guardian or representative, or a court order is needed. What happens after the Florida certificate — Kuwait

After we return your document with its Florida authentication certificate, it goes to the U.S. Department of State for authentication, then to the Embassy of the State of Kuwait in Washington, D.C. for legalization. The embassy's instructions list that exact order: Secretary of State, U.S. Department of State, then the embassy. Ask your sponsor or the Kuwaiti office whether the document must also be attested by Kuwait's Ministry of Foreign Affairs after it arrives. We don't handle, arrange or refer anyone for these steps.

Who receives it in Kuwait — and translation

Legalized Florida documents in Kuwait are used by the Ministry of Interior for residence and family visas, the Public Authority for Manpower and employers for work permits, the Ministry of Higher Education for degree recognition, the Ministry of Health for medical licensing, the Ministry of Justice and courts for family and estate matters, and the Ministry of Commerce and Industry for companies. In the U.S., the legalization step is done by the Embassy of the State of Kuwait in Washington, D.C.

Kuwait's embassy legalization instructions don't set a translation rule. Kuwaiti courts and ministries generally work in Arabic and may require an Arabic translation, often made by a translation office in Kuwait. Ask the receiving office first. If it accepts a Florida translation, the translator certifies it, a different notary notarizes it, and it is authenticated in Florida along with the original.

We found no published Kuwaiti rule on document age. Employers and the Ministry of Interior may want recently issued vital records and police checks, so ask your sponsor how recent each must be before you start.

Common questions

To sponsor a child's residence, a legalized birth certificate is commonly required. Ask your employer or the Ministry of Interior, and do it before you move.
Not that copy. The year you were born doesn't matter, but the certification date does: we only accept copies certified in 2014 or later. Order a fresh certified copy through VitalChek or the Bureau of Vital Statistics; many foreign authorities prefer a recent copy anyway.
Both are certified copies and both can be apostilled. The photocopy-generated copy reproduces the original record, costs more, takes longer and can't be ordered through VitalChek. The Florida Department of State notes that computer-generated records from before 2004 contain limited information, so ask the receiving office which one it needs.
